Even though we have dual isolated hydraulic steering systems we still want to have an emergency tiller aboard. Its primary purpose is to secure the rudder amidships if you are disabled and hove to behind a parachute anchor.
This pipe weldment slips over the end of the quadrant, and is secured in place using relieving tackles. The tackles attach to the welded tangs one of which is shown on the right of the photo. Note one of the two neat brackets which hold the emergency tiller in place when it is stored (the stainless clamp center bottom of the photo).
